Develop a Teacher Monitoring and Assessment Policy, Tools and Frameworks and Sensitise relevant stakeholders in Lesotho

Learning Scoop is happy to share some excellent news. We were honored to be chosen to carry out a development initiative in Lesotho, coordinated by Regional Teachers Initiative for Africa (RTIA) and funded by the European Union.

Learning Scoop is implementing a technical assistance initiative Develop a Teacher Monitoring and Assessment Policy, Tools and Frameworks and Sensitise relevant stakeholders in Lesotho in 2025–2026. This technical assistance initiative supports Lesotho’s efforts to strengthen teacher governance, monitoring and professional accountability. Funded by the European Union and implemented through a multi-agency partnership, the RTIA aims to elevate teaching quality and improve learning outcomes across Africa by reinforcing teacher policy, professional development systems and evidence-based decision-making. The Finnish National Agency for Education (EDUFI) coordinates the initiative in Finland. 

Within this broader framework, the Lesotho Country Action Plan identifies the development of teacher monitoring and assessment systems as a priority linked to the national Education Sector Plan and the draft Teacher Policy. Our expertise focuses on creating a coherent Monitoring and Evaluation (M&E) policy for teachers, designing practical tools and assessment frameworks, and strengthening the capacity of stakeholders responsible for evaluating teacher performance and professional conduct. These efforts directly contribute to improved governance of the teaching profession in the country.

Learning Scoop is proud to have an excellent expert team leading the development work: Ms, Ilona Taimela (Project lead) and Mr. John Taineomwangire as our National expert.

Over the implementation period from November 2025 to June 2026, the expert team will conduct a study tour, review existing policies, draft the new M&E instruments, and facilitate sensitization workshops for district education managers, inspectors and other supervisory actors in Lesotho. The project emphasizes collaboration with the Ministry of Education and Training (MoET), particularly the Teaching Service Department, and other stakeholders in Lesotho. Through this participatory approach, the initiative seeks to ensure that the resulting frameworks are contextually relevant, widely understood and sustainably embedded in Lesotho’s teacher management system.
