Develop a Teacher Monitoring and Assessment Policy, Tools and Frameworks and Sensitise relevant stakeholders
Learning Scoop is implementing a technical assistance initiative Develop a Teacher Monitoring and Assessment Policy, Tools and Frameworks and Sensitise relevant stakeholders in Lesotho in 2025–2026. This technical assistance initiative (TA2) supports Lesotho’s efforts to strengthen teacher governance, monitoring and professional accountability as part of the Regional Teachers’ Initiative for Africa (RTIA). Funded by the European Union and implemented through a multi-agency partnership, the RTIA aims to elevate teaching quality and improve learning outcomes across Africa by reinforcing teacher policy, professional development systems and evidence-based decision-making.
Within this broader framework, the Lesotho Country Action Plan identifies the development of teacher monitoring and assessment systems as a priority linked to the national Education Sector Plan and the draft Teacher Policy. The TA2 package focuses on creating a coherent Monitoring and Evaluation (M&E) policy for teachers, designing practical tools and assessment frameworks, and strengthening the capacity of stakeholders responsible for evaluating teacher performance and professional conduct. These efforts directly contribute to improved governance of the teaching profession in the country.
Over the implementation period from November 2025 to May 2026, the expert team will conduct a study tour, review existing policies, draft the new M&E instruments, and facilitate sensitization workshops for district education managers, inspectors and other supervisory actors. The project emphasizes collaboration with the Ministry of Education and Training (MoET), particularly the Teaching Service Department, and other stakeholders in Lesotho. Through this participatory approach, the initiative seeks to ensure that the resulting frameworks are contextually relevant, widely understood and sustainably embedded in Lesotho’s teacher management system. RTIA projects in Liberia in 2025–2026
The reform of Liberia’s pre-service teacher training curricula and The capacity building of Rural Teacher Training Institutes (RTTIs)
Learning Scoop is implementing two major EU-funded development initiatives in Liberia under the Regional Teachers Initiative for Africa (RTIA). RTIA, coordinated in Finland by the Finnish National Agency for Education (EDUFI), aims to strengthen teacher education, professional development, and working conditions across Sub-Saharan Africa to improve children’s learning outcomes and socio-emotional wellbeing. Both Liberia initiatives, implemented in close collaboration with the Ministry of Education, will run in 2025–2026.
The first initiative focused on the reform of Liberia’s pre-service teacher training curricula, addressing critical gaps identified in the national Education Sector Plan and teacher policy. The project supported the revision of the ECE-C and Lower Basic-C teacher training curricula to better integrate gender-responsive and inclusive pedagogy, prevention of school-related gender-based violence (SRGBV), mental health and wellbeing strategies, as well as green and digital skills. The work also included the development of updated teacher training guidelines and extensive stakeholder engagement through technical and validation workshops, ensuring alignment with national standards and university-level teacher education.
The second initiative is based on the first initiative and it strengthens the capacity of Rural Teacher Training Institutes (RTTIs) through a comprehensive needs assessment. This work supports Liberia’s broader efforts to enhance the quality of pre-service teacher preparation, address regional disparities, and improve institutional leadership and training delivery.
Both initiatives are implemented by Learning Scoop’s expert team whose combined expertise covers teacher education, academic research, gender-responsive pedagogy, early childhood and primary education, green and digital skills, and inclusive education. The work contributes significantly to Liberia’s national reform agenda and supports the Ministry of Education’s commitment to strengthening teacher training and curriculum development.
